Complaint Procedure
On March 18, 1991, the Iowa State Utilities Board issued an order adopting rules requiring electric cooperatives to inform their members of an address and telephone number where a cooperative representative, qualified to assist in resolving the complaint, can be reached. If your complaint is related to the Harrison County Rural Electric Cooperative (REC) service rather than its rates, and Harrison County REC does not resolve your complaint, you may request assistance from the Utilities Division, Department of Commerce, Lucas State Office Building, Des Moines, IA 50319, 515-281-5979.
