During the 2024 legislative session a bill was passed which resulted in the following changes to the Iowa One Call program.
While locates must still be performed within 48 hours, the revised statute now provides that the 48-hour-period begins at 6 a.m. the next business day following the receipt of the location request. The 48-hour period excludes Saturdays, Sundays and legal holidays.
Marking flags used by locators must include the name and contact number of the facilities operator. This means the flags must include the electric cooperative's name and contact number even when placed by a third party.
Locators may now be liable for civil penalties for failure to perform locates within the 48-hour-period. Penalties can be for up to $100 per violation for each day exceeding the 48-hour period up to a maximum of $5,000.
